TENSIONS AROSE BETWEEN SUDAN AND CHAD

Tensions have been high recently between Sudan and Chad when it was claimed that Sudanese government has given support to Chadian deserters or rebels, involved in attacks conducted on the border town with Sudan, but have retreated over the border to the remote West of Sudan after their failed offensive, although it was reported that hundreds of people died in the clashes. Sudan authorities have denied the allegations of involvement. For months now, Sudan and Chad repeatedly accused each other of supporting rebels from either side.
This situation in the border area between the two countries is going to be dangerous if the wranglings between the two sides continue unabated. This has happened when search for solution to the issues of conflicts in the region of Darfur did not know any substantial advancement amid endless unfruitful negotiations contributing to make the settlement of the Darfur's problem more complicated, not to mention the increasing sufferings and deaths among the populations as consequences of grave violations of human and humanitarian rights.
The Sudanese government has been accused of using and manipulating militias of Janjaweed against local populations in the Darfur conflict. In Chad, scores of soldiers deserted their barracks before regrouping as an anti-government force demanding the president of the country to step down.
AAPSO expresses deep concerns about the further deterioration of the situation in the region. It urges the governments of Sudan and Chad to show political will to avoid confrontation; to respect the sovereignty over borders and to refrain from extending the wars across them; to search for stability in the region in order to create the possibility of settling the conflicts through a peaceful means.

Press Release

“First” Hanoi Meeting - Vietnam
Upon an invitation from the Afro-Asian and Latin American Solidarity and Cooperation Committee, Mr. Nouri Abdul Razzak - Secretary-General of AAPSO - and Mr. Videasekera - Coordinator - participated to discuss number of issues and activities of joint interest and how to strengthen the mutual relations between both sides. That was on 20/1 till 26/1. The meeting previewed the previous and future activities including the preparation for the 50th anniversary of AAPSO which was decided to be held at Moscow, 2006. The visit included a meeting with the Vietnamese Organization for Friendship to discuss the economical, social and political status in Vietnam and the neighborhood countries; also, another meeting with the Foreign Ministry for broaching the role of ASEAN in supporting the relations between China, Japan, India, Russia and others.
Also, the delegation visited the Foreign Relations Committee of the Vietnamese Communist Party which presented in the meeting the party’s vision and its role in improving the living status of people and in preparing the youth generation to be leaders of the future.
The meetings were very fruitful and constructional, specially with Mrs. Nugwyn Thi Ben - Former Vice President of Vietnam and Vice-President of the Solidarity Organization - and they talked about how to build a strong solidarity movement. Also, both parties agreed on strengthening the relations between each other, increasing the consultations and condensing the international campaigns in service of the people issues.
“Second” The World Social Forum in Bamako - Mali
Dr. Fakhry Labib participated in this conference from 19/1 till 23/1 as a representative of AAPSO. He participated in some seminars which were held and specially those which discussed the African woman issues, the issue of the secret African immigration to the European countries specially to Italy, Spain and France, and also, the issues of human rights and democracy.
Also, he made efforts in making and supporting the existence of committees for AAPSO, and in participating the Arab Social Forum and the Afro-Asian Writers Union.
“Third” Damascus Conference in Support of Syria
AAPSO participated in the conference of the Arab Lawyers’ Union and it was under the title of “Standing with Syria as It Is a National Right and Duty” from 20/1 to 22/1, at Damascus - Syria.
Mr. Shawky Galal represented AAPSO in this conference; he made, within this period, important discourses with Mr. President of the General Union of Arab Writers on the Afro-Asian Writers Union.

The strong implementation of decisions of this ninth session of the provisional World Parliament will require participation from African-based popular organizations such as the Afro-Asian Peoples’ Solidarity Organization (AAPSO), for world-level decisions for genuine autonomy, regenerative socio-economic development, global disarmament and general protection of human beings and the Earth’s environment.
The ninth session of the provisional World Parliament is convening in Tripoli, Libya, from the 25th, February to 27th February 2006 under the Authority of Article 19 of the Constitution for the Federation of Earth, together with the world conference “The Concept of Democracy: Image and Reality” from the 29th February through 3rd March 2006.
Tentative Agenda for the ninth session of the provisional World Parliament
1- Deliberation on the Ombudsmus Bill for human rights protection, and integration for strengthening of the services of the High Commission on Human Rights;
2- Additive amendments to world legislative act #14, on arbitration & Department of Conflict Resolution;
3- Deliberation on the Agreement on the Privileges and Immunities of the International Criminal Court, bill from the Assembly of States Parties, for integration into World Court System;
4- Review of Elections Act (WLA#29); Implementation of Popular Committees & Global Peoples Assemblies as per Elections Act;
5- Memorial from the African Children’s Parliament: Bill for provision of treated mosquito netting in schools for malaria prevention, starting with pilot programs in schools within the malaria-affected regions of Africa. The costs to be documented and registered with the world financial administration for scheduled reimbursement from World Treasury to participating schools, enterprises and governments as the first operative stage of Earth Federation commences;

The International Amnesty Organization objects without any reservation, the trials of the military committee in Guantanamo as it violates the international standards of the just trials:

* The committees lack the independency from the executive authority.
* The accused can face secret evidences which he couldn’t disprove. * The accused can be kept away from some parts of the procedures.
* The committees can accept sayings, which had been attained through torture or other ways of mistreatments, as evidences.
* The right of making an appeal in front of an independent and neutre court has been highly restricted.
* The committees are practicing discrimination against the non-American community, because only the foreign ones are submitted to these trials.
* They impose high restrictions on the right of choosing the lawyer which includes the right of the person in representing himself and his right in an effective defense. The committees’ procedures necessitate on assigning a military defense lawyer to be in charge of the prisoner case.

The Prisoners in Shatta, Hadareem
and Telmond Prisons Are Living Tragic Status


The prisoners in Shatta, Hadareem and Telmond prisons are living a very tragic status as the prison circumstances are very hard, the rooms are overcrowded with prisoners and very despicable. The prison administration deliver them the water soiled and unqualified for drinking. Also, a lot of them sleep on the ground and there are not enough beds or covers, the prison administration refuse to give them winter clothes, there are continuous invasion and inspection for the rooms and there is high humidity in the rooms. For the medical status of the prisoners, it is very bad and there is high neglect and stretching from the administration side, as the Akomil is a therapy for all the diseases and it is the most one which is giving out for the prisoners.
We, in the Rights Mission Center, adjure all the concerned authorities and the rights institutions to give interest and activate the prisoners issue, and to put this file on its work priorities. Also, we call the Prisoners Minister to interfere quickly at the Israeli authorities to let entering covers and winter clothes, and to investigate their detention circumstances. The Center calls out all the popular activities and the charitable institutions to afford the material and spiritual support for the prisoners and captives for strengthening their withstanding in the face of the Zionist suppression machine.

Invitation: International Day on Zero Tolerance to FGM

In 2003 at the International Conference on Zero Tolerance on Female Genital Mutilation (FGM) the 6th of February has been declared as the International Day to be observed every year. February 6th has been recognized by the UN, the African Union, and the Women Ministers of Foreign Affairs during the High Level Meeting at the 60th Session of the Commission on Human Rights held in March 2004.
On this day a call is launched for political commitment and concrete action to save women and girls from this gruesome and cruel practice.
This year a special event is organized by the IAC thanks to the good collaboration of the Office of the High Commissioner on Human Rights.

The tenth session of the Commission on Trade in Goods and Services, and Commodities will be held from 6 to 10 February 2006. The session will open at the Palais des Nations, Geneva.
The substantive items for the provisional agenda were approved at the ninth session of the Commission on Trade in Goods and Services, and Commodities. The main agenda items are:
Item3: Commodities and Development
Item4: Market access, market entry and competitiveness
Item5: Trade in services and development implications
Item6: Trade, environment and development
Item7: Implementation of agreed conclusions and recommendations of the Commission, including the post-Doha follow-up.
