International Court of Justice (ICJ)
The International Court of Justice issued a historical decision
regarding the illegal construction of the Separation Wall in the
Occupied Palestinian Territories which calls for its demolish and
compensate the Palestinians. The ICJ calls upon the world to confront
this wall by stopping any kind of assistance to Israel in constructing
this wall.
After the decision, the EU immediately issued a statement asking Israel
to obligate the decision of demolishing the wall from the West Bank and
Occupied Jerusalem, while Israel stated the neglectace of such a
decision.
In the opinion of the American Administration, the wall will accomplish
security for Israel. The administration considered the ICJ is not
authorised to deal with this issue, and the only solution is
implementing the "Road Map".
In addition to what Collin Powell said about the refusal of American
administration for reviewing the issue at the ICJ, it will also disagree
any decision to be issued from the General Assembly or Security Council,
calling about Israel to obligate the ICJ decision.
The decision reveals the shameful crimes committed by Israel against the
Palestinians and clarifies the Israel violations to the International
legitimacy and justice, and humanitarian as being an outlaw entity.
The position of the American administration discover its dishonour and
shameful attitude against Arabs and Palestinians, and proved their
support to Israel to break any international legitimacy. The American
administration becomes the defender to Israel hostility to Arab and
Palestinians nations not to peace process in the Middle East.
The delivering of this decision by the ICJ reinforced that the World is
still sticking to right and justice and ensured the loyalty of judges
while are not exploited by the American hegemonism. Even the American
judge declared the illegality of the Wall.
The EU which has taken a positive action towards this issue considered
this fair decision agreed their opinion of destroying the Wall is a must
because of its bad effects on the humanity and economic status of the
Palestinians.
It should be emphasised that an immediate and formal move should start
by Arab countries, NAM countries and Arab League to support any decision
to be taken by the United Nations, Security Council and international
and legal organisations.
As well as AAPSO calls upon Arab, national and regional NGOs and
international, regional and local NGOs to mobilise to compel Israel to
stop the construction of the wall.

AAPSO Issued this Statement:
AAPSO On 50th Anniversary of Panch Sila
`28th June 2004 marks the 50th Anniversary of "Panch Sila" - the
agreement on five principles signed between H.E. Chou En Lai, the Prime
Minister of People's Republic of China and H.E. Javaharlal Nehru, the
Prime Minister of the Republic of India.
This was a historic event which enunciated a new vision for inter-state
relations among countries based on respect of Human Rights, Sovereignty
and Territorial Integrity, Recognition of Equality, Abstention from
interference in internal affairs and to respect each nation to defend
singly or collectively.
In fifty years World has seen many changes, yet this vision is still
relevant specially at a juncture of turbulent World; to ensure peace,
harmony, solidarity and cooperation above all human dignity.
The Panch Sila or the Five Principles became the basis for the convening
of the Bandung Conference in 1955 which enlarged into "Dasa Sila or the
Ten Principles".
Afro-Asian Peoples Solidarity Organization regard this event as a great
step and in commemorating "the Panch Sila Spirit" appeals to all nations
to uphold this vision as a viable alternative for a great future for the
community of nations.

Return of slander and lies campaign
A message appeared on the Internet on 30th June 2004 in the
name of a party that calls itself “New Free Iraq” and sends messages of
thanks on behalf of the Iraqi people to those who acted in favour of its
freedom and in gratitude and appreciation as well as reinforcing the
meaning of solidarity among peoples.

Mr. Tony Blair, Prime Minister of Britain
On the occasion of the passing of authority by the Alliance forces to
the Iraqi government and their brave initiative to liberate the Iraqi
people and support them in deposing the cruel dictator and enjoying the
fruits of the world’s civilization of which they were deprived, above
all democracy, freedom, minority rights and civil society institutions,
this resolution to stand with the Iraqi people was a historic moment.
This was signed by one hundred and fifty persons and top of the list was
the name of Nouri Abdel Razzak Hussein, political thinker and AAPSO
Secretary General in Cairo.
In fact, I have no idea of this message and have not participated in
signing it. The only truth in it is my name and my position as AAPSO
Secretary General which was established and acts against all forms of
colonialism, occupation and invasion.
I declare and emphasize that I am not involved in this message. Its
content and its machinations with ulterior motives are aimed at
poisoning and slandering my reputation because my crime as deemed by
others was that I was strongly against Saddam’s dictatorial regime that
oppressed the Iraqi people. In fact, it opened the door widely to
American intervention and invasion forces. Moreover, it seems that
Saddamís trial aroused sympathy of men in the former regime who
benefited from it and who continue their efforts of slander and
distortion , such methods used by the Mossad and CIA.

Advocates of Dictatorship are Enemies of their
People
On 6/7/2004 a cry was launched in the Internet by a certain Adnan Hafez
El Remali demanding the execution of Saddam Hussein’s judges. It seems
that this man still lives in a dictatorship regime when anyone was
executed and killed without trial and court.
Despite this pitiful cry and Saddam Hussein’s judges, what concerns us
is that this so called Adnan Remali made false allegations against AAPSO
Secretary General Nouri Abdel Razzak, a matter which will be settled by
the just judiciary in order to confine this man to his corner and end
his continuous distortions. For those who deserve maximum punishment are
similar to this Adnan El Remali for the crimes they perpetrate against
others in terms of propagating premeditated slander and insult.
This man’s insolence reached the extent of accusing AAPSO, this
Organization well known for its history in championing resistance
against all forms of colonialism and tyrants as well as American support
for Zionism. He dared to accuse the Organization of being a branch of
the Mossad. Such a statement can only be made by the Mossad and its
clients whose aim is to defame those who are honourable and stand
resolutely against it.
We will not stop at exposing such criminals who aim at obliterating
history.
This will be decisively settled in court.

The AOHR condemns the trial of Marawan El-Barghouthi
The AOHR has followed with grief the trial of Marawan El-Barghouthi,
Member of the Palestinian Legislative Council and Secretary of Fatah in
the West Bank, and his prison sentence that exceeded 165 years, a
flagrant violation of the Third Geneva Convention stipulation pertaining
to the rules of treatment of prisoners of war (POWs) that prohibit the
trial of POWs as well as a violation of his parliamentary immunity
guaranteed under the Oslo agreements.
This development is part of the crimes committed by the Israeli
occupation authorities against Palestinian leaderships, in the aim of
depriving the Palestinian people of its political and military leaders.
These procedures included assassinations, threats of assassination,
exclusion, imprisonment and ignoring Palestinian legitimate leaderships
to affirm its pretension that there is "no Palestinian partner" to be
dealt with in the conflict settlement.
As the AOHR condemns the Israeli procedure taken against El-Baghouthi
and all illegal trials and procedures taken by the Israeli occupation,
it calls for the respect of 1949 Geneva Convention and releasing El-Barghouthi
alongside with all other Palestinian POWs as soon as possible.

The National Council for Human Rights
under the Scientific Analysis
Against the background of Establishing the national institutions of
human rights as the most controversial issue posed recently in Egypt,
The Arab Program for Human Rights Activists is holding a scientific
conference under the title of “Human rights Situation between the
Governmental Institutions and NGOs”.
It is taking place in June 26-27, 2004.
The conference is planned to put a scientific and organized frame to the
debate is running nowadays about the National Council of Human Rights
and the consequences of the relation would be between it and the human
rights movement in Egypt.
The conference will run on several subjects, the most important ones
are:
a.. The differential concepts and norms between the governmental
institutions and NGOs in the light of Declaration of Paris vis-à-vis the
Arab countries.
b.. The National Council of Human Rights (NCHR) and the similar
governmental ones.
c.. The relation between the NCHR and the NGOs (cooperation and
integration or confrontation and engrossment?
d.. The issues of political reform in Egypt, the strategies, roles and

The Arab Organization for Human Rights (AOHR)
The AOHR urges the American Administration to release all Iraqi
scientists immediately and calls upon the Iraqi transitional government
to take all necessary procedures to protect them
The AOHR follows with great concern the continuation of the detention
policy practiced by the American troops in Iraq against Iraqi
scientists, and recently against the known Iraqi scientist Dr. Amer El-Saady,
who was previously in charge of the Iraqi arms dossier. El-Saady
submitted himself voluntarily to the Occupation forces and he was
detained in a solitary cell in violation of the 1949 Geneva Conventions,
without charging him with any crimes. This procedure was considered by
American and Western press to be an attempt to cover up the American
Administration lies regarding the dossier of Iraqi banned arms.
The AOHR's concern is further aggravated by the information it receives
regularly regarding the troubles faced by the scientific and social
Academic at Iraq since the Iraqi invasion last year. The members of the
Iraqi Academy have been subject to kidnap, assassination and exile. Two
famous assassinations were those of the well-known nuclear scientist Dr.
Razan Al-Abeidy and the political science professor and human rights
activist Dr. Abdel Latif El-Mayyah, in addition to firing 3000
university professors under the pretext of their previous membership in
Al-Baath party, as well as the arbitrary detention of some of them.
The AOHR calls upon the American Administration and the Iraqi
transitional government to release Dr. Amer El-Saady immediately, as
well as all other detained scientists, and to take all necessary
procedures to protect Iraqi scientists who constitute part of the Iraqi
human capital.

To the Youth and Students of the World
for the 16th WFYS, Caracas, Venezuela
The youth make up one of the most progressive, radical, and dynamic
forces of society. Continuously they are the catalytic forces for social
transformation and progress. The future of every country is shaped by
the united efforts of its young people, making them one of the main
targets of capitalist globalization and the ideological offensive of
imperialism. Young people have played effective roles in the fight
against these offensives. In each and every country there are resistance
movements against imperialism, fighting for new social systems that
reject the idea that capitalism is the only option and present the
people’s power as the real alternative against the neo-liberal policies.
The massive, global mobilizations against the war in Iraq, FTAA and NATO
were expressions of the resistance of youth and the people.
With the change in the balance of forces in the world, the imperialist
powers have increased their aggression while becoming increasingly
unified in their attacks against humanity and our natural resources. In
order to preserve and deepen their hegemony, U.S. imperialism and its
allies launched a military crusade against whomever stood in their way
under the cover of the so-called “War on Terror” and the threat of
weapons of mass destruction. This policy has resulted in the occupation
of Iraq, continuous aggression against Palestine and the economic
blockade and threats against Cuba, Venezuela, DPRK and Syria. It has
further caused suffering in Africa in countries such as Western Sahara,
Sudan and Zimbabwe by imposing sanctions and internal interference. The
real face of aggression, injustice and barbarism has led to the
militarization of societies and their economies against people’s well
being.
Young people around the world have been seriously victimized by the
effects of imperialist and neo-liberal policies of international
institutions such as the IMF, WTO, G-8, European Union and World Bank.
At the same time the gap between the rich and the poor, the developed
and undeveloped countries grows wider. Exploitation, hunger,
unemployment, lack of health care, poverty, and misery continue to grow
as a result of the imperialist economic, political and military
policies, resulting in catastrophic effects for millions of people
around the world.
In various forms, and throughout the world, youth have fought
exploitation, blockades, embargos, sanctions, racial discrimination, and
xenophobia. We struggle for peace, national sovereignty, independence,
self-determination, democracy, security, international solidarity and a
world free from nuclear weapons. We demand respect for and the defence
of human and democratic rights, social justice, women’s rights,
sustainable development and the environment. We demand that everyone
should have access to employment with dignity, labour rights, education,
health care, sport, culture and technology.
The World Festival of Youth and Students (WFYS), initiated in 1947, is
the biggest event organized by progressive and democratic youth and
students around the world. The WFYS is one of the main expressions of
anti-imperialist, anti-fascist and anti-colonialist struggles led by
youth. After the successful 15th WFYS in Algeria in 2001, held for the
first time on the African continent and Arab region, the 16th WFYS will
take place in Caracas, Venezuela, from August 5 to 13, 2005.
The 16th WFYS in Venezuela affirms and reinforces the Festival’s
character and orientation as an international, anti-imperialist,
political-cultural, and broad-based mass event of youth and students.
This also provides an opportunity to extend our solidarity to the youth
and people of Venezuela, its Bolivarian Revolution and all the people
struggling all over the world.
The 16th WFYS should continue to reflect the diversity and richness of
all the expressions of the international youth and student movements
that are committed to the character and spirit of the Festival, as well
as their struggles and demands. The Festival will be a space to exchange
ideas and experiences and provide a platform to coordinate our efforts
and intensify the struggles in our respective countries.
The 16th WFYS is a great moment to strengthen our efforts on the basis
of a common cause and interests in the intensifying struggle against
imperialism. We appeal to all youth and students to join in this
struggle and work actively to participate in and strengthen the 16th
WFYS.

comments and proposals of National Commissions on key principles,
priorities and other issues related to the preparation of the Draft
Programme and Budget of 2006-2007 (33 C/5), based on a questionnaire

With The Support Of ECOSOC And The High Representative For Least
Developed Countries, Landlocked Developing Countries And Small Island
Developing States (OHRLLS)
On the opening day of the ECOSOC High Level Segment on "Resources
Mobilization and enabling environmental for poverty eradication in the
context of the implementation of the Programme of Action for Least
Developed Countries for the Decade 2001- 2010", there will be an NGO
Panel on:
"Encouraging Civil Society To Work For Poverty Eradication In Least
Developed Countries" Monday, June 28.
The aim of the Panel is to explain the issues for NGOs in Least
Developed Countries and to motivate civil society to get active in
working to eradicate poverty in LDCs. The panel will explain the
relevance of the Brussels Programme of Action for Least Developed
Countries and the history of civil society involvement. It will then
look at how civil society can become involved in future activities.
Members of Permanent Missions, Secretariat Staff, representatives of
Intergovernmental and nongovernmental organizations and the media are
warmly invited to attend.

Brother Marawan, we will break together the chains of occupation!
We strongly condemn the unjust sentences issued by the Central Court of
Tel Aviv against our Brother Marawan El-Barghouthi, the loyal
Palestinian combatant.
The unfair ruling is illegal and avoided because it was issued by the
Court of an occupying State and it represents a blatant violation of
international law and of Human Rights conventions.
We have made long steps for long years on the tough road of struggle in
order to put an end to abhorrent occupation and to reach just peace,
through establishing an independent Palestinian State with Jerusalem as
its capital.
Marawan has raised his voice from his cell and in the court, declaring
to the whole world that he is against occupation and for peace and that
the sole solution is that of creating two states for two peoples.
We promise Marawan and all prisoners of freedom that we will carry on
our fight to break the chains of occupation together until they leave
their prisons and return to the arms of their homeland, their people and
their families.
