The Twentieth Arab
Solidarity Committees Meeting
The Jordanian, Tunisian,
Palestinian, Lebanese, Egyptian and Yemani in addition to the Permanent
Secretariat of the AASPO gathered in Aden from 1st till 2nd of October
2005.
The final meeting issued the final statement:
The Arab Solidarity Committees held their annual meeting in the economic
and commercial capital of Yemen (Aden), on the 1st and the 2nd of
October 2005, at the hospitality of the Yemeni Council for Peace and
Solidarity.
The meeting discussed the supposed Arab role for supporting the
Palestinian people and the solidarity issue with Syria in facing the
American escalation against it. it also discussed the solidarity with
the Iraqi people against the occupation forces, the political reform and
the situation of the Afro-Asian Writers Union.
The Palestinian case:
The Arab Solidarity Committees think that the Palestinian issue is now
more threatened than ever before by the dissolution for the benefit of
the Great Israel project and with the full support of the US.
What Gaza witnesses, from the escalations of the Israeli air raids in
addition to the massacres committed by the occupation forces in the West
Bank, is the greatest proof.
With regard to all of this, the Arab Solidarity Committees stress:
1- Increasing the popular, Arab and international powers for supporting
the Palestinian people and its just struggle against the occupation and
for confirming their constant national rights which basically insist on
the right of return and the establishment of the independent Palestinian
country and its capital AL-Quds (Jerusalem).
2- Calling the Arab countries to fulfill their material and moral
obligations which have been decided in the Arab summits.
3- The normalization with Israel can not be discussed before the full
Israeli withdrawal from all the occupied Palestinian and Arab lands
since 1967 and removing all the settlements and the racist separation
wall as well as the establishment of the independent Palestinian country
and its capital the eastern Jerusalem and justly solving the Palestinian
refugees problem according to the international legitimate resolutions
on the basis of the resolution 194 and the Arab Summit in Beirut.
Syria:
Everyday, the American officials' announcements assert the attempt to
isolate Syria. It is very obvious that the American campaign on Syria is
targeting in the first place the attempt to force Syria to act according
to the American plan of forming the area on its own way. Facing this,
the Arab Solidarity Committees call for supporting Syria against all
these threats and supporting its resistance to regain its occupied
lands.
Iraq:
The occupation forces in Iraq are responsible for the collapse of
security in Iraq, the death and injury of civilians everyday and
increasing the sectarian and ethnic strife as well as the appearance of
the tendency to divide the land and the opposite trends to the Arab
identity of Iraq.
The Arab Solidarity Committees assert on the necessity to set a schedule
for the withdrawal of the foreign forces from Iraq under the auspices of
the United Nations as well as protecting Iraq's union and authority.
Political Reform:
The meeting attendants urged the AAPSO Secretariat to call for holding a
meeting concerning the political reform. The meeting will include the
Arab Solidarity Committees and the chosen from the efficient and
experienced ones for presenting suggestions for the Arab political
reform according to the basic demands of the full social reform in all
fields.
The Afro-Asian Writers Union:
The attendants see that Egypt is responsible for dealing with the
current illegal condition concerning the Afro-Asian Writers Union. It
was suggested that the AAPSO Permanent Secretariat and the Egyptian
Solidarity Committee (and if needed, the cooperation of the Arab Writers
Union) will be responsible for making the legal decisions in order to
revive the Afro-Asian Writers Union. They are also responsible for
regaining the headquarter and its belongings as well as suggesting the
urgent mechanisms to, legally and regularly, choose a new
Secretary-General in addition to forming a preparatory committee to
contact a group of writers to reactivate the union.

Hanoi Celebrations
Commemorate
The August
Revolution and the 60th Anniversary of The Foundation of the Socialist
Republic of Vietnam
Three important events were
held in Hanoi during 31st August until 2nd September 2005 on the
occasion of the 60th Anniversary of the August revolution and the
establishment of the Socialist Republic of Vietnam on 2nd September
1945.
First: 31st August 2005
The international seminar convened on “Alleviation of poverty in Asia,
Africa and Latin America: experiences and visions”. AAPSO participated
with the Vietnamese Committee for Solidarity and Cooperation in
organizing this seminar.
The seminar was inaugurated and chaired by Mr. Pham Van Chuong, Head of
the Vietnamese Solidarity and Cooperation Committee.
The inaugural speech was delivered by Mrs. Nguyen Thi Ben, former Vice -
President of the Socialist Republic of Vietnam, Vice-President of AAPSO
and Head of the Vietnamese Peace and Development Foundation.
It included:
“Your presence is a lively expression of the consistent support and
solidarity of peoples in Asia, Africa and Latin America, the Afro-Asian
Peoples’ Solidarity Organization (AAPSO), the Organization for
Solidarity with Peoples of Asia, Africa and Latin America (OSPAAL) and
the World Peace Council (WPC), that extended to Vietnamese people in the
past and at the present.
“In Vietnam, efforts made by the government, people’s organizations and
people in the issue of poverty reduction have brought about optimistic
results: in the past over 10 years (1993-2004), poverty rate dropped by
more than a half. However, it is still a high rate as it includes 25% of
the total population, and poverty reduction speed is slowing down. The
fear is that the rate in the countryside, especially in ethnic minority
areas and mountainous areas, remains twice or 3 times as high as in
cities; the poverty gap in the society is far from narrowing down, but
widening.”
The second speech was delivered by Dr. Fakhry Labib, Representative of
AAPSO, followed by Mr. Alferedo Leon Alvarez, General Secretary of
OSPAAL.
In the session on research papers, the following were speakers: Dr.
Husin Ali (Malaysia, and member of AAPSO delegation), Mr. Padlo George
(Angola, Former Minister of Foreign Affairs and member of MPLA Political
Bureau) and Mr. François Hotar, (Belgium, Director of Tricontinent
Organization). The session was chaired by Dr. Fakhry Labib.
Interventions and comments were made in two sessions. They were as rich
as the basic research documents. The first session was chaired by Mr.
Antonio Paris (Philippines, Head of the Philippine Council for Peace and
Solidarity), and the second was chaired by Mr. Fam Van Chung (Vietnamese
Committee for Solidarity and Cooperation) and he ended the seminar.
Second: 1st September 2005
All delegations visited, in the morning, the mausoleum of Ho Chi Minh,
Leader of the Vietnamese socialist revolution.
This was followed by “The International Conference on Solidarity,
Friendship and Cooperation with Vietnam” which was inaugurated by Mr. Vu
Xuan Hong, Head of the Vietnam Union of Friendship Organizations, and
Secretary General of the Vietnamese Peace and Development Foundation.
He said:
Comrades and Friends
“Over the past years, since the early days of the Vietnamese revolution,
the Communist Party of Vietnam, President Ho Chi Minh and the following
generations of our leaders have always been attaching great importance
to international solidarity and the contribution of national strength
with that of this time, turning the Vietnamese revolution into a
significant part of the common issue of the world people. International
solidarity, support and cooperation of the world people have become an
important factor that contributed to the great victories of the
Vietnamese revolution.”
Speeches were delivered praising the heroic history of Vietnam that
presented to the world an unprecedented model of resoluteness and
persistence against the colonialists. It was a model that inspired
millions. Vietnam has given us a lot during its war and now it is
incumbent upon us to settle our debt in its time of peace, by
manifesting solidarity, friendship and cooperation.
Professor Haroub Othman (Tanzania) delivered a speech on behalf of AAPSO
on this occasion.
The Secretary General of the Vietnamese Communist Party met all
delegations in the evening in an atmosphere of friendship and modesty.
Third: 2nd September 2005

- The 60th Anniversary of the Foundation of the Socialist Republic of
Vietnam. At 6 a.m., all delegations went to Padena square where the
mausoleum of Ho Shi Minh is located and where parades celebrating the
revolution took place. The parade started at 7 am in which immense
military forces and civilians from diverse national Vietnamese
components participated, marching with red flags and posters as well as
pictures of Ho Shi Minh.
The ceremony was inaugurated with a speech delivered by the President of
the Socialist Republic of Vietnam, H.E. Mr. Tran Duc Luong.
It included:
“The August Revolution and the National Day, 2 September 1945 were the
two crucial events, which opened up a new era in the history of the
Vietnamese.
Under the far-sighted leadership of the Communist Party of Vietnam and
President Ho Chi Minh, in August 1945, the entire Vietnamese people
stood in the general uprising to seize power throughout the country. On
2 September 1945, at Ba Dinh Square, President Ho Chi Minh, in the
Declaration of Independence, solemnly proclaimed the birth of the
Democratic Republic of Vietnam, now the Socialist Republic of Vietnam.”
He ended his speech by the slogans:
“- Long live the spirit of the August Revolution and the National Day!

Long live the Socialist Republic of Vietnam!

Long live the heroic Vietnamese people!
-
President Ho Chi Minh live forever in our issue!”

A celebration, on the occasion of the 55th anniversary of the
establishment of the World Peace Council, took place in the afternoon.
It was inaugurated by Thanasis Pavlis (Greece), Secretary General of the
World Peace Council. Dr. Fakhry Labib gave a speech on behalf of AAPSO
on this occasion.

In the evening, an official reception was hosted and invitations were
limited. All leaderships in the Party and the State as well as high
official persons and diplomatic corps were present.
Dr. Fakhry Labib was also invited to this reception as representative of
AAPSO.

Round Table Meeting
On The Possibility
of Establishing an Unconstraint
Economy in the Era
of Globalization (AAPSO)
AAPSO held a round table
meeting on: “The possibility of establishing an unconstraint economy in
the era of globalization” on 27-28 September 2005.
The meeting was inaugurated by Dr. Morad Ghaleb, President of AAPSO.
A
large number of prominent economists in this field from Germany, Russia,
United Kingdom, Cyprus, Philippines, Tanzania, Somalia, Cuba, Syria,
Tunisia and Iraq participated as well as eminent Egyptian economists and
research centers.
Discussions focused on the following topics:
1- Trends and economic impact of globalization especially on developing
countries.
2
- Paths and results about the economies of countries that followed
globalization mechanisms.
3
- Paths and results about the economies of countries that devised their
own orientation under (or despite) the globalization.
4
- New visions emanating from discussions.
Discussions were profound and objective. Views were diverse yet there
was agreement on certain issues.

Models must emerge that are capable of achieving auto independence
without isolating themselves from current international conditions,
namely globalization. Such a structure is possible as indicated by
experience in Cuba, Vietnam and China. However, these diverse models
have basic aspects in accordance with local specificities.
*
Realizing the human development in education, health and training.
Nonetheless, the meaning of human development is not just procedures. It
is the importance of realizing the components of human development.
Education involves school, teacher, pupil, curricula, scientific
culture, media - etc. Health implies hospital, medicine and doctor-
etc. This also applies to training.. that is to say a true change of
society. Adopting human development is necessary, for it is humankind
that produces development. So how can progress be accomplished with
people who lack education, good health or knowledge and training on
hi-tech instruments.
In fact, real development of human resources is the first step towards
progress.

Availability of political will, here three points should be considered:
importance of an effective political vision capable of dealing
intelligently and flexibly with reality; political administration that
will adopt this vision and persist in its achievement; and people who
are sensitized and mobilized around this vision. This requires a real
collective and democratic responsibility that crystallizes in decision
making, implements it and follows it up.
Although this model is built within a capitalist framework, it will be
resisted by mighty global hegemony circles. Hence, people have to be
aware and capable of opposing expected war scenarios in terms of
boycotts, encirclement or sanctions, even coup d’etat attempts or
foreign invasion.

It is necessary to find out the true dimensions of South-South
cooperation. Although the South is in general exposed to hegemony and
marginalization, yet its countries do not have the same interests. For
there are contradictions and interests may clash. Therefore, regional
integration initiatives or linkages could be a healthy start.

Some deemed that this meeting is a beginning to be followed by colloquia
or round-table meetings to discuss African, Asian, Arab and Latin
American experiences and to benefit from them, adopting the positive and
avoiding the negative.
The round table meeting held on 27-28/9/2005 was very successful in
paving the way towards building an unconstraint economy.
We hope to continue in this course in order to reach a clearer vision.

abduction and assassination of Mehdi Ben Barka, leader of the Moroccan
opposition and president of the preparatory commission of the
Tricontinental Conference held on January 1966 in Havana.
Forty years after his abduction and assassination, the convening in
Paris of an international colloquium to denounce the political
assassination, to evoke his thoughts and action as well as to reaffirm
the necessity of developing new forms of solidarity between peoples is
the best tribute to be paid to the memory of the revolutionary militant
as was Mehdi Ben Barka.

to the article number (13) from the Council's law which obligates the
council to make an annual report about its activities, efforts and what
was presented from suggestions to the President, the Parliament and the
State Council.
Since the council has issued its first report, arguments have started in
the organizations concerned with human rights. However, the report only
had some positive and negative notes, which cannot even be considered
objective analysis to its contents. Many arguments, about the council's
activities and whether it'll be able to achieve the hopes of protecting
human rights or not, have started since the establishment of the
council.
Mai Association has found that the report includes very rich data about
the legal documents of the council, some international references and
the group of human rights organizations. In addition to this the report
has presented the state of human rights in Egypt and the council's
efforts and recommendations about it. Hence, Mai organization has found
this report the main thing that will put a frame for the objective
discussion about what the council has done. This will be in the light of
the reports published by the civil society organizations about the
condition of human rights. In particular the report of the Egyptian
organization for human rights, issued on August 2005, will be taken into
consideration. There is no doubt that the main aim of discussing the
report is putting down a future vision about the council's role in
protecting the human rights of the Egyptian citizen and also the role of
other human rights organizations.

The Arab Human Rights
Organization
The Arab Organization for Human Rights condemns the civilians’ massacres
in Iraq and warns of the danger of waging a civil war in Iraq.
The Arab Organization for Human Rights anxiously watched the military
operations of the American occupation forces and the Iraqi forces in
Telaafar. These operations are the biggest since the invasion of Faluja
last year with the claim that there are armed men in the city. These
military operations caused a massacre that is expected to last till the
middle of this month according to the expectations that these operations
will reach Ramady, Qaeem, Samraa' and Rowah; and as mentioned in the
official statements of the occupation forces, 141 armed men were killed
and 211 were arrested in this operation. According to the first
estimations, 152 civilians including women and children have been killed
and hundreds had been injured during this operation.
The organization condemns the participation of the Iraqi forces in this
operation, which can cause sectarian strife between Iraqi people. It can
on the other hand be used as a justification for the military operation
against the Iraqi people.
It doubles our anxious that the occupation forces and the Iraqi forces
prevent the aid from the afflicted areas which will lead to the increase
in number of victims.
The organization repeats its condemnation for the American war crimes in
Iraq and repeats its call for the end of the military occupation on
Iraq. The organization also calls for investigating these crimes
committed against the Iraqi people. This will be in the frame of an
honest and serious international investigation according to Geneva
conventions. The organization also warns of the danger of the civil war
that is about to start in Iraq.

The Women Development Assembly
and the German Fredrisch Ebert Institution are honored to invite you to
participate in the final discussion of the program "Women in the
Initiatives of Reform" which was held from July 2004 till July 2005.
This program aims at dividing the Egyptian and regional initiatives and
the suggested ones from outside countries, aiming at crystalizing the
NGOs' opinions about the different reform initiatives and urging them to
adopt a determined vision to improve the Egyptian women conditions
depending on what women face in their local societies.
The program reached a wide geographical scale and different
governorates. Many representatives, of the civil society, academic
persons and local and national media representing 26 governorates, took
part in this program.
This discussion will tackle the reforming program for women conditions
that is taken from the civil society organizations.

Contributions to the
Mid-Term Report on the International Decade for a Culture of Peace and
Non-Violence for the Children of the World (2001-2010)
The United Nations General Assembly designated UNESCO as lead agency for
the International Decade for a Culture of Peace and Non-Violence for the
Children of the World (2001-2010).
For the year 2005, UNESCO has been entrusted with the drafting of a
mid-term report, evaluating the contributions and activities of all
participants and outlining possible approaches for the next five years
of the International Decade. This report will be presented to the United
Nations General Assembly at its 60th session in 2005.
